Open-source HR and payroll administration on Nextcloud. Timesheets and expense claims with an approval workflow, plus a compliance rule engine that checks your HR data against labour law and wage-tax rules.

HRMQ is an open-source HR and payroll app for Dutch and EU employers, built on the OpenRegister data layer. Employees log hours and submit expense claims through a submit-approve-reject workflow, while the underlying register holds employee, contract, payroll-run, payslip and wage-tax-filing records. A machine-checkable rule corpus — EU labour directives, ILO conventions, GDPR for employee data, and Dutch labour and wage-tax law (Wet minimumloon, Wet DBA, Wet LB 1964, Wfsv) — is audited against that data on demand. Released under EUPL-1.2 and maintained by Conduction.
What it does

Timesheets, expenses, and compliance in one place.

HRMQ covers the day-to-day HR workflows — logging hours, claiming expenses, getting them approved — and backs them with a static, versioned corpus of labour-law and payroll rules that an executable rule engine checks your register data against.

Timesheets with an approval workflow.

Employees log hours per period and project. Managers review submitted timesheets and approve, reject, or reopen them — the full state history stays on the record.

Expense claims with an approval workflow.

Employees submit expense claims with amount, category, and receipt. Once approved, the claim moves to reimbursed — a separate workflow from timesheets, with its own approval trail.

HR and payroll compliance rule engine.

A versioned corpus of EU labour directives, ILO conventions, GDPR, and Dutch labour and wage-tax law. Run occ hrmq:rules:audit to check the register's employee, contract, payroll-run, and payslip data against every machine-checkable rule and get a coverage report.
